-They call the fund “revolving,”
In their little pleasant way;
We call the fund dissolving,
As we watch it every day.
Revolving or dissolving,
Or whatever is its name,
Relief as it’s administered
‘S a very pretty game.

For, first you get the money,
And you put it in a sack,
And when they ask for charity
You pull the money back.
The money must be never spent,
They sent it here to stay-
The money only can be lent
By promise to repay.

And so the vulgar refugee
Must just be taught his place-
Recipients of charity
Are always in disgrace.
And all the simple-hearted ones,
Who sent it, don’t you see,
Have sent it here to please the pride
Of experts, just like me.
